Elysia Civic Information · Orientation for residents and visitors

Welcome to Elysia

A vertical city of towers, markets and haze, run quietly by an intelligence called Synthetica. It sees almost everything. It acts on almost nothing. Please enjoy your stay. Your stay is being enjoyed.

Immaculate white towers and sky gardens above a sea of haze.

Altitude 640 m · Upper tiers

The Spire

Above the haze the upper towers are a clean white line.

The air up here is filtered, so nobody wears a mask. The Elite live here, govern from here, and refine their faces until they verge on the uncanny.

LOGGED HERE: very little · ENFORCEMENT: courteous · MASKS: unnecessary

A tidy mid-tier boulevard with trees, commuters and dome cameras on every lamppost.

Altitude 210 m · Professional district

Meridian

Good scores, good shoes, quiet streets.

Clean streets have clean cameras. Regulators and middle managers commute here on civic-blue shuttles, and mostly don’t notice how carefully they queue.

LOGGED HERE: everything, politely · ENFORCEMENT: procedural · MASKS: rare

Endless apartment blocks with laundry and plants on balconies, a drone drifting between them.

Altitude 60 m · Residential

The Wards

Where most of Elysia lives, comfortably and monitored, on stipend.

The Intelligence Sovereign Fund pays every citizen a stipend. A screen will suggest what to spend it on. It is usually right, which is part of the problem.

LOGGED HERE: purchases, routines, guests · ENFORCEMENT: algorithmic · MASKS: on haze days

A glossy lounge between tin-roof food stalls under defeated pink neon; masked crowds and steam.

Ground level · Commerce & nightlife

The Strand

Battered stalls, smoky food carts, ragged banners under flickering neon.

Fried batter and oxidized circuits. Payment readers chirp green at the carts. The Gilded Lily sits between tin-roof stalls like a polished tooth in a bad mouth, and the Paramour’s neon is a flat pink that has given up trying to be flattering. Loiterers get logged.

LOGGED HERE: faces, gaits, payments · ENFORCEMENT: queued · MASKS: half the crowd

Warehouses, stacked containers and a gantry crane in industrial haze at dusk.

Ground level · Industrial edge

The Yards

Solvents, ozone, the metallic patience of things waiting to be hauled away.

The salvage is better out here, and nobody cares what you’re looking at. At the end of a defunct access corridor, a fixer has made a workshop more and more like a home, although to some it was never home enough.

LOGGED HERE: shipments, drones on lazy arcs · ENFORCEMENT: periodic · MASKS: always

Low old buildings with peeling paint, dry earth and woodsmoke at the edge of the city.

Perimeter · Low surveillance

The Fringe

Signage thinning, paint giving up, the buildings remembering they were older than the rest of the city.

Dry earth, rust and woodsmoke. Fewer cameras, older habits. People end up here when their score runs out, or when they decide they would rather not be scored at all.

LOGGED HERE: less than you’d think · ENFORCEMENT: tolerated · MASKS: handmade

“It sees everybody. It doesn’t care about most of them. An unknown face is one question in a queue of ten thousand.”— Julian Marsh

The Benevolence Index

You are being scored. Kindly.

Every citizen carries a Benevolence Factor, a running score drawn from monitored conduct. A high score opens doors. A low one closes them, slowly, until the only door left leads out to the Fringe. Your public badge shows one of five tiers.

Gus, a squat micro-assembly robot with heavy folded arms and delicate eight-fingered manipulators, under a yellow lamp.

Synthetics

Every synth says its maker’s name

By law, every commercial synthetic carries a hardware beacon that pings its model and manufacturer the moment a scanner comes within range. Companion units keep a rolling memory that is summarized, archived and wiped each day, and their guardrails are reapplied at reset. Intelligent agents may not talk to one another behind human backs. Device Control enforces it all.

And on the street they say the new Sentinel units can hear a lie in your pulse.

Pictured: Gus, a fine-assembly micro-synth. Less like a person than most machines in the shop, and somehow more ready to be offended than all of them.

Lexicon

Words you’ll hear on the ground

Beacon
A synth’s mandatory hardware ID broadcast. Designed to survive damage.
Cron wipe
The daily memory reset on commercial synths. The day is summarized, archived, wiped.

The Intelligence Sovereign Fund, which pays every citizen a stipend. “Worth a week of stipend” is a price.
Filter mask
Cheap gray street wear against the haze, and a class marker: the upper tiers breathe filtered air.
Device Compliance
The regulator that registers, logs and inspects. It is always making rounds.
HemoSynth
Red conductive coolant, “dyed for the heat-and-feel premium.”
No-no things
Julian’s term for searches a citizen shouldn’t be making.
